Biography

Angel Garcia Dominguez is a Chartered civil engineer and construction delay expert with over 17 years of experience in the engineering and construction industry, during which he has held various project managerial roles. His early career involved working for large contractors as a site engineer, project manager, and senior planning engineer, gaining practical experience across the civil engineering, infrastructure, building, and renewable energy sectors.

Angel now regularly acts as a delay expert in litigation, international arbitration and adjudication proceedings in the field of delay and disruption. He has been appointed as a delay expert witness on multiple occasions and is proven as a credible expert under cross-examination both in English and Spanish.

As a forensic delay expert, Angel is highly proficient in all recognised forms of delay analysis. Backed by his broad practical experience, he is highly skilled in determining the critical path without relying on planning software. He assists legal teams by clarifying complex issues in a clear, concise, and straightforward approach, while maintaining a firm grasp of the factual details.

Beyond his expert witness experience, Angel has been retained by main contractors to prepare and provide advice on extension of time applications. He also works with clients to assess the merits of delay and disruption claims. Angel is experienced in the use of JCT, FIDIC, and particularly the NEC form of contract, and has led training sessions on programming, project controls, and delay analysis principles for employer organisations, main contractors, and subcontractors.

Angel holds an MEng in Civil and Structural Engineering from the University of Granada and an MSc with distinction in Design, Construction and Maintenance of Railway Infrastructure from the University Polytechnic of Catalunya. In addition, Angel holds an MSc with distinction in Construction Law and Dispute Resolution from King’s College London. At KCL, he was awarded three prizes for his performance, including two SCL prizes for best overall graduate and best dissertation.

Angel is a published author in the leading International Construction Law Review, Construction Law Journal and Civil Engineering Surveyor journal, where he examined extension of time provisions, the determination of criticality in construction projects, and assessment of time entitlement after the event under NEC contract. He is a guest lecturer at Universidad ESAN, one of the most prominent universities in the Latin America region, and regularly contributes articles to the industry, addressing topics related to programming and delay and disruption.

When not involved in construction disputes, Angel enjoys playing drums and spending time with his two children.
